"DID YOU KNOW ?"
 

The Northwest Regional Police would like to better inform the community
of many local ordinances as well as State Laws which may not be
commonly known but are important !

 

                 PEDESTRIANS WALKING or JOGGING: (OTHER THAN CROSSWALKS OR PERSONS CROSSING A 
              ROADWAY) Pedestrians SHALL use a sidewalk if available, If none is available, the pedestrian SHALL walk only
              on a shoulder as far as practicable on the outermost portion of the roadway . 
               
                Where neither a sidewalk nor a shoulder is available any pedestrian walking along and upon a highway shall walk
                as near as practicable to the outside edge of the roadway and, if on a two-way roadway, shall walk only on the left
                side of the roadway.       Any pedestrian upon a roadway SHALL YIELD the RIGHT OF WAY to all vehicles upon
                the roadway, which means all Pedestrians must move off the roadway when a vehicle approaches.

                  This is covered under the PA Vehicle Code (Title 75)     Section 3544.  PEDESTRIANS WALKING ALONG OR
               ON A HIGHWAY.  
                 a) MANDATORY USE OF AVAILABLE SIDEWALK. — Where a sidewalk is provided and its use is practicable,
                      it is unlawful for any pedestrian to walk along and upon an adjacent roadway.

                (b) ABSENCE OF SIDEWALK. — Where a sidewalk is not available, any pedestrian walking along and upon a
                     highway shall walk only on a shoulder as far as practicable from the edge of the roadway.
               
                (c) ABSENCE OF SIDEWALK AND SHOULDER. — Where neither a sidewalk nor a shoulder is available, any
                     pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of
                     the roadway and, if on a two-way roadway, shall walk only on the left side of the roadway.

                (d) RIGHT-OF-WAY TO VEHICLES. — Except as otherwise provided in this subchapter, any pedestrian upon a
                      roadway shall yield the right-of-way to all vehicles upon the roadway.

            PASSING LANE REQUIREMENT; 
            When driving on a two lane highway, such as RT 283 East & West in Mount Joy Township, the LEFT lane (Passing
             Lane) is for vehicles PASSING OTHER VEHICLES ONLY.  


              The Vehicle Code, "Title 75", Section 3313 : Restrictions on use of limited access highways.
                d) DRIVING IN RIGHT LANE. —
                (1) Except as provided in paragraph (2) and unless otherwise posted, upon all limited access highways having two
                      or more lanes for traffic moving in the same direction, all vehicles shall be driven in the right-hand lanes when
                      available for traffic except when any of the following conditions exist:
                              (i) When overtaking and passing another vehicle proceeding in the same direction.
                              (ii) When traveling at a speed greater than the traffic flow.
                              (iii) When moving left to allow traffic to merge.
                              (iv) When preparing for a left turn at an intersection, exit or into a private road or driveway when such
                                     left turn is legally permitted.
